As I found on http://www.laogov.gov.la/activities/pages/news.aspx?ItemID=724&CateID=5 in 28 January Thongsing Thammavong was still prime minister and, it is clear, he is the current prime minister of Laos. Khalifa Haftar as de facto leader of Eastern Libya's government

Given the fact that the Tobruk-based House of Representatives Prime Minister Abdullah al-Thani has recently offered his resignation as the leader of the civilian government in the Eastern part of Libya, I believe the correct step for this page is to regard Field Marshal Khalifa Haftar as the de facto leader of that government. It is not a new fact that Haftar has been the de facto leader of the Tobruk side of the Civil War for a long time now, and I thought this resignation could lead to renewed discussions about this question.

Alternate governments?

Should the governments of the Syrian Salvation Government or the Islamic Emirate of Afghanistan (Taliban) be included as alternate governments as they claim to be the legitimate governments of Syria & Afghanistan respectively? Do they have to be recognized by other Un members to be on this list?

Cohabitation in France

NB: the Constitution states that the PM is head of the executive in France during cohabitation. This is confused by the fact that the President continues to have priority in foreign affairs and war (aka defense). However, it is clear that the President is not the (only) head of the executive branch according to the Constitution. Please refrain from changing this well-sourced information.
