Note: This article was previously created with very little content and no claim to significance after which it was properly marked with WP:CSD A7. Following procedure it was deleted and later (by request) moved to user-space so I could work on resolving the A7 issue. The page has since been moved back in to the article namespace with history preserved. I don't know if there's a way to restore the talk-page history but it might be helpful in the event the article is ever re-nominated for deletion. In short, the claim to significance I tried to make is that the Football Stadia Improvement Fund has had a measurable & significant impact on the sport of football in England (i.e. tens-of-millions of pounds impacting many different clubs). Over a dozen existing wikipedia articles reference the fund which (to me anyway) provides further support for its significance and its inclusion in the encyclopedia.
