IPBE

I just learned that global IPBE only helps with global blocks, not with local blocks. Since the IP you use is locally blocked as a proxy, you will need local IPBE (which, interestingly, overrides global blocks, too). Whether policy allows granting IPBE in your case is another issue; I'm not familiar enough with that policy and would want to defer to a checkuser or a more experienced admin anyway. I'm from China Mainland. Due to well-known reasons, there are network controls in my area, so I need to use a VPS host server as a proxy for access. I have global and local IP block exemption from multiple Wiki projects, including zhwiki which is my home wiki, wikidata ,commons wikimedia. I am a a New Page Reviewer in zhwiki. The IP address of the proxy server I use for editing is very stable and rarely changed.
