Why Only 28 Passengers Out of 249, with 177 Crew?

With a maximum of 249 passengers and a crew of 177, the Article states that "177" of the crew escaped the ship, as well as all "28" passengers. The Lede says the trip to europe was regular/routine, and the ship had not got there yet. Why does a ship that has only 28 passengers that could carry 249 passengers need 177 crew? The Article doesn't say. It makes numerous stops from Japan to Europe? Are passengers getting off?
