Ambiguity

In the "Classification" section, there is an ambiguous phrase from which the reader can come to two very different conclusions.

He also gives an application of the concept, Muṣābara, in which ones refrains from taking revenge from one's fellow-creature (like neighbors, People of the Book).

Does this mean that it is more virtuous to refrain from taking revenge on one's enemy? Or does it mean that it is more virtuous to refrain from preventing one's neighbor to his vengeance?

Considering Hammurabi's Code an 'eye for an eye', I don't think my confusion should be completely unexpected.
