"Preference with the smallest majority"

If a Condorcet winner exists, they will be elected. If not, (there is a Condorcet cycle) then the preference with the smallest majority will be eliminated.

What's meant by "preference with the smallest majority?" This sounds a lot like a description of ranked pairs, except RP only drops preferences with the smallest majority that create a cycle.
