BUT, that page (using Google Chrome Translator) clearly states:
" The Public Security Intelligence Agency has published the "International Terrorism Handbook" since 1993 (Heisei 5) in order to grasp and organize the trends of international terrorism and the actual conditions of various organizations.
The "International Terrorism Directory" is based on public information such as announcements by international organizations and governments, reports by research institutes, and various domestic and international media reports.
