Because they are stamps about heroes of the French Resistance but NOT of this series named Heroes of the Resistance! (You don't see on these stamp "HEROS de la Résistance" written like in the 27 other! [1]).
Maybe we have to change the paragraph List of commemorated battles to include them in ?
I am sure they are 27 people on 23 stamps but not so sure about the formulation on the article because of the exception of ED...
(I also re-include the Five Martyrs of the lycée Buffon in their good place)
Heroes of the Resistance was a set of stamps issued from 1957 to 1961 by La Poste, commemorating 27 members of the French Resistance who died during the Occupation between 1940 and 1945 (apart from Edmond Debeaumarché, who died in 1959). Of the 26, two are Catholic monks and nuns and three are women.
