Coverage has to be significant and in-depth to establish notability. Rather than having an article focused on the project, it'd fare better as an article on the power line corridor with the project as a significant portion of it. But in both cases, a local power line is not generally considered notable and there would need to be some coverage from outside the region to establish its notability.
