Your questions at Wikipedia:Teahouse
editWelcome aboard SleepyAthena! (Btw, I love your username.) ¶ I will defer to the talented folks at the Teahouse for more definitive answers, but here are a couple of suggestions in response to your inquiries.
I completed the Wikipedia Adventure, but I am still confused about how to remove tags from the page once editing has been completed. I am also confused about how to add a tag. Also if I am editing an article and I notice that something needs to be cited, do I get to make that call and add a 'citation needed' tag or is that for more advanced editors to decide?
Starting with your last question, I suggest that you be bold by finding a good reference and adding the citation yourself instead of adding a "citation needed" tag. This suggestion will not apply to all instances where a citation is needed, but it's the best solution whenever possible. ¶ To remove a tag, click the "Edit source" tab (top of article) and you should see the tag (also known as a "template" or "cleanup template" or "maintenance template"), such as {{cleanup reorganize}} or {{copy edit}}, at or near the top of the page. Simply delete that tag with an edit note like, "article reorganized; cleanup tag no longer needed". Similar advice for a section tag—you might need to click "Edit source", which reveals the wiki markup for the entire article, in order to find the section tag—it depends on how the editor placed the tag (within the section or immediately before the section). For additional guidance see Help:Maintenance template removal, Wikipedia:Template index/Cleanup, and Maintenance and collaboration resources.
