Can you please provide how saying something is false and completely false is different? Your sentence is redundant and unnecessary in that article. It is as completely redundant as this statement is. Pointing to to policy doesn't help the argument as it is already stated he denied the allegations. Any further insight would hopefully help me understand your logic on this one.
