Use of copyrighted material on Wikipedia

It is not allowed to excessively quote copyrighted material on Wikipedia. Generally speaking, material that was copyrighted before 1923 is now in the public domain, but -- for instance -- a New York Times article from 1936 is still under copyright and cannot be copied anywhere on Wikipedia (including talk pages) except for short excerpts.
