So, exactly how is this a qualifying tournament?
Now, in 2017, the Grand Prix teams have already been selected while the European League is still ongoing. Of those which took part, France (5th) is the only one participating. The previous year's winner Azerbaijan was to be there but withdrew, #5 Poland, #7 France and #10 Hungary are taking part.
And, if the 2016 League (Poland 5th) was the qualifying tournament, why 2017 FIVB Volleyball World Grand Prix article tells that Poland qualified directly?
