The 5 ball size is described as ".7 meters or 28 inches." But .7 meters is about

39.37 * .7 = 27.56 inches

This doesn't seem sufficiently precise - which dimension is the right one?

The FINA rules are not really precise:
WP 3.3 For games played by men, the circumference of the ball shall be not less than 0.68 metres and not more than 0.71 metres...
WP 3.4 For games played by women, the circumference of the ball shall be not less than 0.65 metres and not more than 0.67 metres...

"Ball weight is 400-450 grams (14-16 ounces) and inflated to approximately 34-48 kPa (5-7 PSI)[1] of pressure." Which is the real source of this assertion? A source is provided but it says nothing.

It seems the ball is quite harder as 90/97 kPa as many other authoritative sources says.
