Is anyone interested in this page enough to improve the section on his military service and the secret treaty with Toussaint? I honestly had never heard of Maitland until I was reading The Era of Federalism (Stanley Elkins and Eric McKitrick, Oxford University Press, 1995, ISBN-10: 019509381X, ISBN-13: 978-0195093810) and came upon their section on how it tied into US-French maritime conflict. I also saw the illustration with a caption referring to the secret treaty, but no text on the page about the even whatsoever. I more or less inserted a quick block quote from the Elkins-McKitrick book as a marker, hoping that someone who cares more about this topic might feel provoked. The little I know about his career in Domingue is through the lens of how it impacted the US-French maritime conflict. Surely someone else can do better than I?
