I can't find any source as to when de Conde served as governor. In the article, it mentions 1937 to 1938 and that it was after the term of her brother, Gerardo Cea. Looking at Governor of Camarines Sur, after Gerardo's term ended in 1936, there was Gabriel Prieto who served from 1936 to 1937. There is then a 4-year gap from 1937 to 1941 where de Conde could have served. However, investigating further, 1937 was an election year and de Conde won in that election as a member of the provincial board.
