editI think the Guardian article [1] makes clear that Miller was working at the Estonian embassy at the date the article was published (25 March 2000). "Russian counter-intelligence sources named Pablo Miller, said to be working as a first secretary at the British embassy in the Estonian capital, Tallinn, as the officer who had recruited the Russian". The phrase is "said to be working" not "said to have worked". Mock wurzel soup (talk) 15:31, 22 October 2019 (UTC)
