While lots of sources describe Ngarbuh as a district within Ntumbo, I agree that it's an awkward phrasing. I can't really come up with any alternative right now, but anyone should definitely feel free to rephrase it as they please.
The sources I read gave the location as a village called Ntumbo. It's not normal for a village to have districts within it, but the opposite is common. Districts are usually significantly larger than villages & it's common for there to be villages within a district. We don't have articles on either location. I considered a title such as 2020 Northwest Cameroon attack, but that would be too long and vague, as well as it being unlikely that it would be the only notable attack in that region this year.
The sources I read described it as an attack & it when I created the article it was unclear who the perpetrators were. If massacre is being used by the reliable sources to describe it then we also should. It's now known that the Cameroon Armed Forces did it, but they describe the incident as an operation against separatistterrorists in which the Army accidentally killed a few civilians whilst killing several terrorists. We can't believe the Army because we know the death toll to be multiple times higher than they say, so we don't know if any terrorists were involved. It appears to be a massacre of civilians by the Army, which makes it a war crime rather than a battle or terrorist attack. Category:Terrorism committed by country seems like it should be a container cat. Also, it's a contradiction of the usual way we categorise terrorism as being always committed by VNSA.
