This extradition case is unusual because governments usually refuse to extradite people to face trial for political crimes such as treason and espionage

I am going to remove this sentence, because it is nonsense. First of all, it was not an extradition, but Kaplan, being a Turkisch citizen and thus a third state (=not EU) national, lost his residence rights in Germany and was therefore deported. This is a case of the application of foreigners' laws, not of extradition for criminal prosecution. Secondly, trying to kill members of a government does not form a mere political crime, but also constitutes attempted murder, and extradition for such a crime is not unsual.
