An user with not more than fifteen edits could not but hang such a notice without properly reading guidelines for hanging so. I am not, therefore, surprised at all for such an act. I myself do not have wide range of experience in editing articles on Wikipedia. But I do know some rules which confirm me that the page for this Malaysian scholar meets the notability clause and, in no way, requires speedy deletion especially not while it is just born.
