Given that fringe festivals can vary widely in notability (for example the Edinburgh Fringe Festival is a very famous one), I don't see how there can be any precedent that would have any relevance in this, especially when some have also been deleted. WP:N specifically noted that the topic needs to have gained sufficiently significant attention by the world at large, and if the coverage is only local, then they are not notable.
