editThis article is currently entirely unclear on what its topic actually is. To the extent they are kazas, the page should redirect to the WP:PRIMARYTOPIC and WP:COMMONNAME kaza. To the extent they are only focused on the qadi's remit for administering Islamic law, that should be clearly laid out. I'll do an initial rebuild around that idea.
