No, we cannot. The empire was collapsing and becoming a failed state, and Vuković's death occurred in an interregnum before any internationally recognised new state had come into being. On 1 November the Österreichisches Küstenland crown land (which encompassed Pola) was still legally ruled by the Emperor of Austria, Charles I, who did not resign until 11 November.
