Both Options are available for free, compiled in a book, actually also available in a Paperback option in AMAZON [1] UNESCO International Handbook of Universities 2017

Who is accredited and by whom?

This article should tell the reader two basic things. 1. Who is authorized to accredit a university and 2. what universities are accredited. For example, if I want to know "Is the University I am paying money to, authorized to grant me a degree that is recognized by other universities?" In the USA the accrediting agencies are authorized by the US Dept of Education. I found more info here: https://www2.ed.gov/admins/finaid/accred/accreditation_pg5.html#Nationally_Recognized. At any rate, since I'm more confident of the reliability of information I get from Wikipedia than I am from other sources on the web, I'm hoping someone will spell out how to determine the accreditation status of any given university. Wikipedia is not a textbook or a how-to guide on how to ascertain whether a university is properly accredited. See WP:NOT. The Wikimedia Foundation separately operates Wikibooks for things like how-to guides.
