Changing "Issues" to "Risks"

I propose renaming the "Issues" section to "Risks", with subheadings on different risks related to genetic privacy: privacy breaches, law enforcement, psychological impact, etc. Would this be a beneficial edit? I am working on this as part of a Wiki Scholars course, and plan on publishing my edits in the coming weeks. With such a large edit, I thought it would be best to discuss the changes on the talk page. I am welcome to all feedback and edits!
