Are they still an NGO when it says in a Guardian article today: "The thinktank Globsec, which measures the political allegiances of former communist states and is part-funded by the US and the EU, publishes an annual Vulnerability Index." The International Crisis Group is also part funded by government (Australian) but says they are an NGO. The German Marshall Fund is financed by the German government but classified as an NGO.
