Section "Protection"
editAlthough the Grundgesetz might be changed with a 2/3 majority of the Bundestag, the Fundamental Rights are protected by article 19. Modification on the first 18 articles is only allowed as long as the essential contents remain unchanged.
This is slightly wrong. Article 19 protects the Grundrechte from the restriction by federal laws in their essence. This means the Bundestag can make a federal law, but this law cannot change the articles of the Grundrechte section, for that it needs a constitution changing act. Article 19 protects against enacting laws restricting fundamental rights in a way that is not provided for by the Constitution and no law shall restrict the Grundrechte in their core essence. The 2/3 majority of Bundestag and Bundesrat however can change every article of the Grundrechte section. Article 79 (3) forbids changes of the essential content in article 1 and 20 (not all 20 articles!), this means article 1 and 20 can be changed but the essiential content (Grundsätze der beiden Artikel) must remain.
