I don't know if it is meant in a specific administrative way, in spite of calling it a natural region (maybe just that part of the natural region which falls within the J'lem District?), but Judean foothills w/o capital F is just a synonym for Shephelah. If my guess is right, then dropping the capital F and creating a redirect Judean foothills -> Shephelah would spare us an unnecessary, as of now present, red link.
