The English phrase "Declaration of age of Pedro II", doesn't work as a title for this article. By policy: because it fails WP:PRECISE; as a translation: because this does not mean that he has legal majority. For example: an official paper signed in 1831 stating that "Pedro II is six years old" would also be a "Declaration of age of Pedro II".
The prepositional expression "of age" can mean "majority" in English, but only when following a copula verb, for example: "being of age", "is of age", "come of age", "declared of age", "became of age". It loses that sense of legal majority (adulthood) following a noun: "years of age", "effect of age", "on account of age", "declaration of age", none of which have anything to do with legal majority.
