Here's a link to a photo of the blue cross between the two towers of the cathedral: blue cross. (Zoom in to get a good look.)
I've also put an image of a Maltese cross in this section, for comparison, on the right.
And, on the left, an image of the unofficial flag of W&F (the official flag is the French tricolor).
Is the blue cross on the cathedral a Maltese cross? NO! Obviously not. A Maltese cross has very distinctive vee-shaped notches in the end of each "arm" of the cross.
Neither is the cross on the unofficial flag a Maltese cross.
