The first line of this article as it stands is "Abortion in Missouri is legal. There are plenty of abortion clinics within Missouri." but goes on to say that the number of abortion clinics in MO has steadily declined over the last 40 years from 29 to exactly 1.
Putting aside that the second sentence is ambiguous and serves little function in the article, I think it is clear that the word "plenty" does not mean "one".
