While Premchai is the individual most strongly associated with the case, there are others as well, and since sources don't consistently name the case after him and there are BLP issues to consider, I think it's better to avoid including his name in the article title. (Also, even when person names are included, it's more usual for them to be formatted as modifiers than possessives.) Most sources do use some variant on black panther to refer to the case, but "black panther" is redundant (all panthers are black, except for some America-specific usage) and I think black can be left out of the title for conciseness.
