Karabakh University (Azerbaijani: Qarabağ Universiteti) is a higher education institution under the Ministry of Science and Education of the Republic of Azerbaijan. It is located in the city of Khankendi in the Karabakh Economic Region of Azerbaijan.[1]

History

Higher education in Karabakh has long-standing historical roots. In 1969, during the Soviet era, the first higher education institution in the city then known as Stepanakert was founded and named after Lenin. Established as a branch of the Azerbaijan Pedagogical Institute, it initially offered two departments: Language and Literature, and Mathematics. Instruction was first conducted in Armenian and Azerbaijani, with Russian being introduced later. This institution served as a center for higher education from 1973 until 1988.

In October 1992, the Armenian government decided to merge the institute with the Stepanakert branch of Yerevan Engineering University. The newly formed institution was renamed Artsakh State University (ASU) and operated for almost thirty years.

In September 2023, during Azerbaijan's offensive in Nagorno-Karabakh, the city was recaptured and subsequently renamed Khankendi.[2] Following this, President of the Republic of Azerbaijan issued a decree on 28 November 2023 to establish Karabakh University.[1] Later, on 6 February 2024, the Cabinet of Ministers of the Republic of Azerbaijan approved the Charter of Karabakh University.[3]

On 15 February 2024, by the decree of President Ilham Aliyev, 10 million manats were allocated to the Ministry of Science and Education of the Republic of Azerbaijan from the reserve fund of the President of the Republic of Azerbaijan for the organisation of the activities of the Karabakh University.[4]

On 20 May 2024, Şahin Bayramov was appointed as the rector of the university.[5] In accordance with his decision, Keklik Gozalova was appointed dean of the Pedagogical Faculty, Elmar Mustafayev was appointed dean of the Faculty of Social Sciences, and Turker Kasimzade was appointed dean of the Faculty of Fine Arts.[6]

The university offers undergraduate education in 6 faculties: education, economics, humanities and social sciences, engineering, fine arts and tourism.[7]
