In 1990, he joined the Australian Labor Party, and was elected to Western Australian Legislative Council at the 2001 state election.

He took on a third portfolio when he became Minister for Local Government and Regional Development in February 2006, later the Minister for Regional Development from December 2006. Finally a fourth portfolio was added to his responsibilities when he became Minister for Employment Protection in February 2008.
