Panel members
editPanel members who have yet to play a game are unlikely to be covered by WP:NGAELIC. When this question has been asked before in relation to other sports, the response has been that a "player would not pass this SNG ("subject-specific notability guideline", i.e. sport) based on that event because they didn't compete at the event" and that "there is AFD consensus from the world of [association] football, that a player on the squad for a major tournament but doesn't play will not meet SNG".
Referees
editReferees and linesmen are not covered by WP:NGAELIC. Other sports guidelines also do not cover referees and consensus exists for this approach. The general notability guideline can be used instead.
Sports administrators
editMembers of county boards, provincial councils and other governing bodies are not normally given separate biographies unless they played at senior inter-county level, are covered by subject-specific notability guidelines (such as WP:POLITICIAN), or otherwise meet the general notability guideline. See WP:FITZ for an example of the opposition it is possible to encounter, even when an article has many references.

Even captaining an under-20 county team is not sufficient to counter opposition at AfD.
