Searching the federal register

I found https://www.federalregister.gov/documents/2015/02/19/2015-02714/commercial-diving-operations on a Google search, but have not been able to find any final publication. Is there anyone here who knows how to do the search? · · · Peter Southwood ^(talk):

The Advanced Search function of the Federal Register website, with the search term "commercial diving operations" and Document Category set to "Rule" does not produce a later result, which suggests the proposal was not finalized and possibly shelved indefinitely. In the category "Proposed Rule" there is a document about reopening the comment period. Searching by docket number USCG-1998-3786 also does not give newer results.
