General Wikipedia Help

I am trying to make a disambiguation page here Perpetual Motion Machine (song). It was originally a redirect. I keep getting warnings about vandalizing. Is there a page like this for general Wikipedia help? I went to the Help page. It is confusing as hell. I followed that to the Community Portal. That is more confusing.
