1997 Tournoi de France

Why is the 1997 Tournoi de France described as a "friendly" international football tournament, while none of the Taça das Nações, Brazil Independence Cup, Australia Bicentenary Gold Cup, or 1976 U.S.A. Bicentennial Cup Tournament are described as such in their articles? Were any or all of those also classified as friendly tournaments? What is the official definition of a friendly anyway?
