Sure. This is indeed an area of confusion, because there's no single US law that rigorously defines what is and is not a fair use - it has been defined by a number of court decisions.
1. To get it out of the way, of course Wikipedia far prefers GFDL, CC, or public domain images to fair use images. Whenever there is a GFDL, CC, or PD image that can be used as an alternative to a fair use image, then it should be used - even if it's worse than the fair use image.
2. Under Wikipedia:Fair use#General, there are four factors to consider whether a particular usage of a photo is a fair use. Points 3 and 4 are a problem for sports photos. When a photographer from Sports Illustrated photographs Michael Jordan, that's copyrighted to SI, and they expect to make money from the photo by publishing it in their magazine. By uploading it to Wikipedia, you're providing a free alternative, so you are in fact damaging the value of the photo to SI. This alone makes it not really a fair use.
3. See the last bullet in Wikipedia:Fair use#Counterexamples about the photo from the press agency. Same would apply to a photo from a newspaper, ESPN, whoever.
Now, on the other hand, if the athlete releases a photo of himself for publicity, then you could upload it as a fair use with the "promotional" tag, as those are considered to be a fair use. Unfortunately "publicity" photos are often just head-shots and not action shots.

List of Puerto Ricans

One of the main concerns about the "list" is that it is getting out of control and that many names of people who have only had their "15 minutes of fame" or simply are non-notables are being added. I propose that we set up guidelines as to who should be admitted with a clear definition as to the terms "notable" and "fame". I am calling upon the parties interested to express their opinion and to help develope these guidelines. I believe that after we take a vote and reach a censensus, said guidelines should be followed and posted either on the article or the articles talk page. We need your help. Petra stuff

Hey, regarding the Petra article and the rare songs: I have an MP3 copy of "Rocking on with Jesus" from the 1970s. It was played at the 2004 reunion concert in Angola, IN, also. John DeGroff wrote a message in the Petra Zone where he mentioned the song was written by Greg Hough and would be re-recorded for a GHF album. I'm not sure the best way to cite this info for the article.

Regarding "It's A New Day": it was recorded and appeared on several record companies' websites in the J&H track list because the song was cut from the set list late in the process. You can still find it on some sites right now.

If you have not created this file yourself, then there needs to be an argument why we have the right to use it on Wikipedia (see copyright tagging below). If you did not create the file yourself, then you need to specify where it was found, i.e., in most cases link to the website where it was taken from, and the terms of use for content from that page.

If the file also doesn't have a copyright tag, then one should be added. If you created/took the picture, audio, or video then the {{GFDL-self}} tag can be used to release it under the GFDL. If you believe the media meets the criteria at Wikipedia:Fair use, use a tag such as {{Non-free fair use in|article name}} or one of the other tags listed at Wikipedia:Image copyright tags#Fair_use. I've added the "{{prod}}" template to the article [[Southern Tracks (Third Day Album)]], suggesting that it be deleted according to the proposed deletion process. All contributions are appreciated, but I don't believe it satisfies Wikipedia's criteria for inclusion, and I've explained why in the deletion notice (see also Wikipedia:What Wikipedia is not and Wikipedia:Notability). Please either work to improve the article if the topic is worthy of inclusion in Wikipedia, or, if you disagree, discuss the issues raised at [[Talk:Third Day]].
