Converting location maps to modules

Thanks for converting Spain's location map definition to a module. However, there are two issues I noticed. First, you prepended 'File:' to the image1 parameter, which broke any pages that used it. Also, you didn't move documentation, talk pages, etc., as the instructions specify. I've taken care of both of those issues with the Spain map, but can you do this for any future maps you convert?
