Hello. Well. A sysop did a very bad SQL query (only sysops can run queries). The query slowed heavily the servers and eventually made Wikipedia out of order (Spanish, French, etc... I do not know why English was still OK). A develloper stopped the query and now everything is OK again.

I have also added a link to your Spanish talk/user page. It is better to put your questions in user:talk XXX, instead of user:XXX (see link at the bottom of the page for switching between both) since when you put a message on a talk page, the user get a red messsage (yo have a new mail) on whatever page he goes until he see the message. The user:XXX page is usually dedicated to the user : description of his hobbies, bookmark of his best articles, picture of his dog, etc.

I got a request from you to make Pybalo and Lourdes Administrators on the Spanish Wiktionary. Checking, I see Pybalo is already an Administrator, and whereas Lourdes is not, there is one 'Lourdes Cardinal' Administrator. Public ip

I am honestly not sure. Blocks to public proxies usually last no more than 24 hours -- it is unlikely that you will run into one. I suppose you can always switch computers and try again. If you really want to know the answer - I highly suggest you ask someone with more experience than me. The available literature is very poorly written. Frankly, I'm interested in this myself. Here's what I got from an admin:
My understanding is that you can't edit, because I've heard of people who weren't able to edit under their user names because of an IP block that had accidentally affected them (for instance, if they were using AOL). IP block - sorry

Sorry the IP block affected you. It was from a repeat offender evading other blocks. Only a long block seemed to get the point accross. I did not know it was a shared IP or I woul not have blocked for so long. I have a problem beacose I dont know to writte in english. But I think that you are going to understand my problem.

The Problem


The Serbian govermand propaganda is has putit sam peopel in en:Wikipedia. This peopel must present mosty teritory of Balkan als Serb teritors in History. They have putit the Montenegro and Kosovo als serbian land. That is not a big problem beaose everybody can see that is not history but mitology. The problem is that this peopel (1-2 max) have to many user names. And they know how is working (system in) Wikipedia. This peopel are doing every think only to destroi the image of Kosovo amd they makes a 1000 revrius of the articel Kosovo. I have started for a year hear but I dident knowit how is in wikipedia, I was new. Now I know how many of them are hier in en:Wikipedia, I have watchit all te time. During the last edit war they have a suces to delet the Kosovo-geo-stub with the argument that Kosovo is not regotnaiset countrie. But if you see my page and you understand my broced english you are going to see that Kosovo it is in same level a country how the Serbia and Montenegro it is. I suppose this might be based on someone's writing you read, but as far as I know, there is no such common expression in Japan. Thanks, Thatcher. A few days ago I read the message you left for me in my user page here. After thinking about it, I would appreciate that you retire the exemption from my nick: on one hand I do not know anything about anonymous proxies and I prefer to be away of such possibility so that I cannot get to one by mistake. On the other hand (very important to me) I think I now prefer to experience en.wiki as it is for any others using the same IPs as me, without any special criteria because of my nickname or my history of edits as Piolinfax. I don't understand the philosophical purpose of standing in solidarity with someone who spread obscene images across hundreds of pages, but if you want the exemption lifted, I will do it. Well, it is you who think I am "standing in solidarity with someone who spread obscene images across hundreds of pages". The "all-into-the-same-sack-because-of-one-or-a-few-making-a-lot-of-noise's-insensibility" rationale does not work for me, though, especially when those "all" (even if they are few or just one) are likely to have no mouth nor well advertised media making them individuals in the mass's eyes. For the record: I am writing this from East Ham Library and the IP is today 82.198.250.79, which seems to have been blocked in block along with some others of the same family since September 2008. Having a look to the history of that IP, it is clear that most of the edits (but certainly not all) are vandalism but it is quite interesting to have a look at their last edits (31st July 2008). Can this block then be called "solidarity with vandals" under your previous comment? No, certainly it cannot (except by perceiving things only the simple way) but it is clear they got what at least one of them wanted in this case. Certainly they got their goals... at least until September 2009.
I think that it would be more useful adding these almost systematically vandalic IPs to a special list (visible only to admins or not) and systematically "rash" them with prompt short blocks whenever vandalism happened... few things are worse for a vandal than being cut in the middle of a fun spree. Unfortunately I am not aware of how feasible or effective such a procedure would be in en.wiki but it is an idea and certainly worth trying. So far, exemption seems a potentially dangerous option to me —maybe I am wrong, though, because I am not very acquainted with the technical bits involved in the process.
Another factor (if it is philosophical or not is not something I have pondered much about) for my decission is I am currently more and more personally interested in knowing a bit more about the way Wikimedia's perception by the average and casual anonymous user is developing and being one myself provides part of the other bit of the bigger picture that registered users and admins tend to see as a plain abstraction.
Finally, I would have appreciated if you had warned me about the conditions of exemption before applying it to my nick. I am not saying you did wrong by applying it; please note that I can perfectly understand and share your reasons for doing so but in my case, if I had known about the conditions and your intention about the exemption beforehand, probably we both could have saved some time and work. Thanks for revoking the exemption of my nick in en.wiki. I noticed I can still edit here (seemingly only in this page); if this is part of the exemption, you can lift it now too, thanks; as I told you earlier, it will not make a big difference in my edits here and should I eventually change my mind I would directly apply for exemption. So far, if I have something to point out I can always resort to e-mail. Sorry for all the fuss. I can see edits you can't, from registered users who have either vandalized from that library, or who have used that location to create accounts with which they committed vandalism from other locations. The publicly visible contributions do not show registered users. And the conditions template was written to reflect all possible concerns about the block exemption; basically the expectations are that you won't misuse the exemption to vandalize (which is merely sensible); the proxy thing is less of a concern and, really, you can't "accidentally" use an anonymizing open proxy, finding one is a pretty deliberate act.
