I posted a constructive solution to generating revenue for Wikipedia.

Value of information. Nonprofits ARE allowed to collect revenue. But, I understand Wikipedia is known as the "The Free Encyclopedia", so I understand the reticence. Just a suggestion. You could ask users to sign a petition for the City to subscribe ($10k/month seems reasonable).
