water vapour

I'm trying to trace the source of the water vapour spectrum File:Atmospheric Microwave Transmittance at Mauna Kea (simulated).svg. In particular, I would like to know what causes the spikes in this spectrum. The ones below 200 GHz are due to molecular oxygen. Can you shed some light on the others?
