A force of 200 inspectors, surreptitiously carrying thermometers, is fanning out to check that temperatures in New York City office buildings cooled with city water are not below 78 degrees. It's a little too early to be able to give you numbers since we've only just begun enforcement, said Roland Nicholson, drought coordinator at the Bureau of Water Register, which monitors drought emergency procedures. But an informal spot check by The New York Times of a dozen office buildings found that the temperatures in most were at least 78 degrees, the minimum allowed under drought emergency rules. #88 in Macy's At a watch counter at Macy's, an employee who declined to give his name displayed a high-tech device he was selling. It said it was 88 degrees.
