Meteorological history
editOn August 16, the NHC began tracking a tropical wave over western Africa.[1] The wave gradually organized amid favorable conditions as it crossed the Tropical Atlantic, and at 03:00 UTC on August 20, it was designated as Tropical Depression Thirteen.[2] Later that day, the system seemed to weaken as multiple circulations were present, and convection faltered due to dry air intrusion. However, at 13:00 UTC on August 21, the depression strengthened into Tropical Storm Laura.[3] This made it the earliest twelfth named Atlantic storm, beating Hurricane Luis of 1995 by 8 days.

Maximum sustained winds are 40 knots (45 mph; 75 km/h), with gusts up to 50 knots (60 mph; 95 km/h). The minimum barometric pressure is 1007 mbar (29.74 inHg), and the system is moving west at 16 knots (18 mph; 30 km/h).
