The template should reflect the distinction between public and private higher education institutions. In the interest of relevance the private higher education institutions which are not accredited by proper ministries (cantonal Education ministries for Federation of Bih and the Education ministry of RS for Republika Srpska) should not appear on the template or the list pages for that matter.
