I see your change to the William Calder (engineer) article proposed the Road construction authority predated the Councty Roads Board. I have tried to check this but cannot find any evidence, rather the Public Records Office notes "The Transport Act 1983 (No.9921) significantly restructured the administration of transport functions in Victoria. Under the provisions of the Act a Road Construction Authority was established assuming the functions of the Country Roads Board (VA 722). The Authority commenced operations on 1 July 1983 with a brief to maintain and further improve the State's declared road network." I propose to revert this change.
