Dangerous under artillery fire?

Would someone care to add a sentance of explanation for this? I can't see why it would make incoming artillery fire any more dangerous.

I deleted this paragraph because it doesn't seem pertinent to the topic:

"Also, major navies had already begun deploying a new class of warship named the torpedo boat destroyer (later shortened to "destroyer"). After the destroyer's successes against torpedo boats and the latter's demise as a tactical weapon, destroyers were primarily targeted against submarines, the use for which they are best known today."

The torpedo boat may have disappeared as a major torpedo-launching threat, but its disappearance was made up for by the submarine.

Russo-Japanese war

I've removed obvious false information on using torpedo nets during an opening attack on Russian fleet, which was based upon some Japanese reports from 1907. All modern Russian sources agree, that there were no nets deployed, what is considered a major error now. Presence of torpedo nets must have been a propaganda excuse for the Japanese limited success.
