You have created an article about an Arabian person,, and for the reason of ((non-notability)) you have to create the article about him on the Arabic Wikipedia first, and when they approved it there, just start to create the English Wikipedia article about Suleiman Obeid. This is patently false. We is no obligation to follow the Arabic Wikipedia's lead. I am not familiar with ar.wikipedia's policies with regard to notability, but they are likely to be different from ours. Consult WP:ATH for English Wikipedia's athlete notability guidelines.
