Apparently, the Senate was (partly) replaced by an advisory body named "Haut Conseil des collectivités territoriales" and composed of 150 members : 70 appointed by the president + 80 indirectly elected. (Loi n° 2016-24) Electors for the indirectly elected members are the departmental and municipal councilors. The elections are conducted per department (1-3 seats) by plurality (FPTP if only one seat, closed list plurality if more) (see Code Electoral (Loi n° 2017-12), art. 195-199)
